A Cumnock carer's fitness to practice has been impaired due to risking emotional harm to a youngster, according to a report.

The Scottish Social Services Council (SSSC) heard that Charles Thom, who is registered as a residential childcare worker, failed to following his employer's instruction to avoid taking part in 1-to-1 supervision with a youngster.

The reason for this instruction has been removed from the SSSC report, as has Mr Thom's employer at the time, with a condition being imposed on his registration.

Also included in the report is that Mr Thom to the young person to an unspecified location.

A SSSC panel found that Mr Thom's actions exposed the young person to "risk of emotional harm".

The report adds: "The emotional harm for the young person involved could have been far greater than would ordinarily have been expected from a young person who was not so vulnerable.

"Your actions fall short of the standards expected of Residential Child Care Workers and reflect poorly upon you, your employer and the wider social services profession.

"While your actions were not intentionally harmful, a reasonable person would likely expect a regulatory body such as the SSSC to take measures to prevent a repeat of the behaviour".

According to the report, Mr Thom has been instructed to "provide the SSSC with evidence that you have undertaken refresher learning which must cover".

The report concluded by mentioning that Charles Thom had co-operated fully with the SSSC investigation.
