"As a second point why did Scottish Coal single out Kelly for this gift? And did Scottish Coal not think that giving this "gift" to Kelly would go unnoticed? smacks of arrogance to me. East Ayrshires Planning Commitee as for too long been abl;e to get away with shocking deciosns . East Ayrshire council is going to find itself reportee to the Government Ombudsman for this sleazy episode. "
