A key proposal would authorise compensation for those whose homes lost value as a result of windfarm development.

The plan ranges from a call to accelerate the roll out of superfast broadband to increasing the number of affordable homes for families who can't afford high rents and is focused on spreading power down into towns and villages – giving communities the right to decide on windfarms in their area, and demanding a review of the Police Scotland set up.

It also is aimed at delivering more opportunities for rural areas - supporting upgrades to transport infrastructure and a balanced package of land reform proposals.

Mr Mundell, MP for Dumfriesshire, Clydesdale and Tweeddale, said: "Scotland is one of the most centralised nations in the developed world and it can seem to many that it is run entirely from within the M8 corridor. This plan is to hand power and opportunity back to local rural communities. "We need to be guided by the principle that local people are best placed to make the decisions about the future of their communities and then give them the support and resources to so. "There is an increasing feeling rural Scotland is being marginalise and that the Scottish Government and its agencies aren't interested in us and our issues and concerns. That needs to change. Lets start with the a real push to superfast broadband rolled out much more quickly than currently planned.

" I particularly welcome the proposal that would see homeowners compensated by developers for any loss in the value of their homes as a result of a wind farm being built. Developments seem to be getting closer and closer to people's homes and some people are literally surrounded making their properties much more saleable. Of course the real answer to stop onshore windfarm development locally, but where it has gone ahead, the developer should compensate local people that lose out from the vast profits they make."

The plan is grouped into six key areas - * SUPERFAST BROADBAND FOR ALL: getting all of rural Scotland online to help families, businesses and charities.

*A LOCAL POLICE FORCE: reviewing the structure of the national police force to ensure it is fully accountable to rural communities.

*A COMMUNITY RIGHT TO BLOCK WIND FARMS: backing local councils who want to put a stop to new wind farms and ensure people whose property prices dropped due to farms are compensated.

*BETTER COMMUNITY TRANSPORT: buses are a lifeline for rural communities subsidies to increase the number and scope of routes need to be boosted.

*BALANCED LAND REFORM: opposing moves to erode property ownership – but also cracking down on tax avoidance by landowners and support funding for communities which want to lease land for the long term.

*MORE AFFORDABLE RURAL HOMES: backing incentives for rural property owners and buyers to encourage them to provide affordable housing.
